Shadow AI refers to AI tools being used within an organization without official approval, oversight, or legal agreements. In K-12 schools, it is not a hypothetical risk. It is the default state. And unlike shadow IT of the past, the exposure here is not just a security risk. It is a FERPA exposure, a COPPA exposure, and potentially a federal funding risk for every district where it goes unaddressed.
The gap is larger than most IT directors realize

But it looks the same from the outside, and no one is checking. The approval process created false confidence without solving the underlying problem.
A district adds "ChatGPT for Teachers" to their approved list. But most teachers still use the free consumer version. because the link their colleague shared two years ago goes to chatgpt.com, and that's what they bookmarked. ChatGPT for Teachers is a different product. The district thinks they're covered. They're not.
Why this is harder to solve than it looks
The instinct is to address shadow AI with policy: "Teachers must get IT approval before using any AI tool." That's the right instinct, but it fails in practice for two reasons.
First, compliance without an easy alternative drives behavior underground. If the approved path takes 6-18 months per tool, teachers will use unapproved tools anyway. they just won't tell anyone. The solution is not stricter prohibition; it's making the compliant path faster and easier than the non-compliant one.
Second, most IT teams don't have time to independently assess every new AI tool teachers want to try. The AI tool landscape is changing faster than any district's review process can keep up with.
What districts can do right now
